Ithaca homeowner's guide to backup power
Generator, battery, or solar plus storage — decided against how the power actually fails in Ithaca, not against a brochure. Start with the outage you are buying protection from, then pick hardware.
The short version
What we would tell a neighbour in Ithaca
In Ithaca, most outages resolve within hours. A battery covers that comfortably, silently, and without a fuel supply chain. A standby generator is over-built for the failure mode you actually face here unless you have a medical or business need for indefinite runtime.
Show the arithmetic
Battery: one 13.5 kWh unit installed, including a critical-loads subpanel. Generator: an 18–24 kW air-cooled standby with an automatic transfer switch, installed, excluding any gas line work. Generator annual cost is service and exercise fuel; battery annual cost is nil to a monitoring subscription. NYSEG offers a time-of-use option, so a battery here has some arbitrage value on top of the outage case — but you have to actually be on that rate for it to count.

Not published
We do not have a defensible local count for this place, so we are not going to invent one. The territory character above is the honest answer.
Utility territory
NYSEG
The most outage-prone of the major New York territories, driven by rural overhead line miles through wooded terrain.
Climate driver
Finger Lakes
70–130" of snow a year, moderate lake-effect exposure. Winter wind and ice are the events that take a whole feeder down.

Elevation
405 ft
Higher ground means more ice loading on lines and, in a bad event, slower access for crews.
Runtime
What a battery actually covers
| Load level | Continuous draw | Runtime on one battery | What that covers |
|---|---|---|---|
| Survival minimum | 400 W | 33.8 hours | Fridge, a few LED circuits, phone and router, and the control board on a gas furnace. This is what actually keeps a house habitable in a WNY winter outage. |
| Comfortable | 900 W | 15 hours | Add a sump pump duty cycle, a well pump if you have one, a chest freezer, and a TV. Most households land here in practice. |
| Whole-home-ish | 2400 W | 5.6 hours | Add central air or a heat pump running intermittently, plus a kitchen. This is where a single battery stops being enough and the conversation turns to a generator. |
Show the arithmetic
13.5 kWh usable × 1,000 ÷ 900 W = 15 hours. Halve it in a deep cold snap: lithium batteries lose usable capacity below freezing, and an unheated garage in January is exactly that.
The cold-weather derate nobody puts in the proposal
Lithium batteries lose usable capacity below freezing, and most residential units are installed in a garage or on an exterior wall. In Ithaca, where Finger Lakes winters routinely sit below freezing for weeks, a battery rated for 15 hours in a lab can deliver meaningfully less on the January night you need it.
Ask where the unit will be mounted, what its rated operating temperature range is, and whether it has active thermal management. Those three answers matter more than the nameplate kWh.
Cost
Battery vs standby generator, installed
| Home battery | Standby generator | |
|---|---|---|
| Installed cost | $13,000–$20,000 | $9,000–$18,000 |
| Annual ownership cost | $0–$150 | $200–$500 in service and exercise fuel |
| Runtime limit | Fixed by stored kWh, unless solar recharges it | Limited only by fuel supply |
| Noise | Silent | Loud enough that siting and ordinances matter |
| Transfer | Seamless, no interruption | Typically 10–30 seconds on an automatic transfer switch |
| Works in a multi-day event | Only with solar recharging, and winter sun here is thin | Yes, given fuel |
| Bill value outside outages | Some, but only on NYSEG's time-of-use option | None |

Where solar plus storage changes the answer in Ithaca
Solar recharges a battery between outage days, which is the only way storage covers a multi-day event. The question is whether the sun shows up. A 10 kW array here produces 10,800–12,200 kWh a year, but only 10% of it lands in December through February — roughly 1,080–1,220 kWh across the whole quarter. During the exact storm that causes a multi-day outage, output is close to nothing.
- Solar plus storage is excellent for summer outages and for shaving the tail of a one-day winter outage. It is not a substitute for a generator in a four-day January ice event.
- If you buy storage, buy it for the outage profile you actually face, and size the critical-loads panel before anyone sizes the battery.
- A grid-tied array without a battery provides no backup at all — it disconnects during an outage by design. That is worth saying because it is the single most common misunderstanding we see from Ithaca homeowners.
Siting
Running a generator in Ithaca
We have not confirmed a published noise ordinance for Ithaca. Most New York municipalities set decibel limits at the property line with tighter overnight thresholds. Call City of Ithaca Building Division before you buy.
- The weekly exercise cycle, not the outage, is what generates neighbour complaints. Ask whether the unit's exercise schedule and duration can be changed, and set it for a weekday mid-morning.
- Setback rules usually govern more than decibels do: distance from the lot line, from openable windows, and from combustible walls. On a narrow lot these can leave very little legal ground.
- Permits come from City of Ithaca Building Division. A standby generator needs an electrical permit for the transfer switch regardless of fuel type, and a gas permit if you are running a new line.
- Natural gas means no refuelling but no independence from the gas main. Propane means a tank you have to keep filled, and a 500-gallon tank is what actually carries a multi-day event.
- Portable generators kill people every winter through carbon monoxide. If you go portable, it runs outdoors, well away from the house, on an interlock — never through an extension cord run under a door, and never in a garage with the door open.
Local reality
What actually matters in Ithaca
- Tompkins County has among the highest residential solar adoption in upstate New York, which means a mature local installer bench and a customer base that asks hard questions. That works in your favor — but it also means the easy roofs are already done and the remaining ones are often the shaded, gorge-side ones.
- The gorge topography produces real terrain shading that satellite roof models routinely miss. A horizon profile matters more here than in flat country.
- NYSEG territory, so the higher Customer Benefit Contribution applies.

Questions
Ithaca backup power FAQ
- How often does the power go out in Ithaca?
- We do not publish an outage count for Ithaca because we do not have a defensible local figure. What we can tell you is the character of the territory: The most outage-prone of the major New York territories, driven by rural overhead line miles through wooded terrain. Multi-day restorations after ice and wind events are a recurring feature, not an anomaly.
- How long will a home battery run my house in Ithaca?
- A single 13.5 kWh battery covers roughly 33.8 hours at a survival load of 400 W, about 15 hours at a realistic 900 W, and only 5.6 hours if you are trying to run close to a whole house. In a deep cold snap, halve those numbers — lithium loses usable capacity below freezing, and an unheated garage in a Ithaca January is exactly that.
- Is a battery or a generator better in Ithaca?
- In Ithaca, most outages resolve within hours. A battery covers that comfortably, silently, and without a fuel supply chain. A standby generator is over-built for the failure mode you actually face here unless you have a medical or business need for indefinite runtime.
- Will a battery lower my NYSEG bill?
- Only if you are actually on NYSEG's time-of-use option. On the default flat rate there is no price spread to arbitrage, so a battery earns nothing on the bill — it is outage insurance. If a proposal shows "battery savings" and you are on the flat rate, it is modeling a rate you are not on.
- Can I run a generator in Ithaca? Are there noise rules?
- We have not confirmed a specific noise ordinance for Ithaca. Most New York municipalities have decibel limits measured at the property line with tighter overnight thresholds, and a standby unit's weekly exercise cycle is usually what draws complaints. Ask your code office before you buy, and ask specifically about placement setbacks from lot lines and neighbouring windows.
- Does solar keep my lights on during an outage in Ithaca?
- Not on its own. A grid-tied array shuts down in an outage by design, to protect line workers. Solar only provides backup when it is paired with a battery and an islanding-capable inverter. If an installer implies your panels will power the house during an outage without storage, that is a material misstatement, not a simplification.

How this page is built
This is a generated page: the structure is shared across locations, the numbers are not. Every figure comes from the source cited beside it, with the date we last checked it. Nothing here is a quote, an appraisal, or tax advice, and none of it is specific to your roof.
Rates and incentive programs change. We re-verify utility tariffs and NYSERDA program status on a rolling schedule and stamp the date on each number rather than on the page, so you can see which specific figures are fresh. Full methodology · Program status tracker · About the Local Energy Playbook
