New York's own credit is unaffected: Form IT-255 still gives 25% of qualified solar equipment cost, capped at $5,000 lifetime, with a five-year carryforward.

When a lender offers a 2.99% solar loan, someone pays for the difference between that and the real cost of money. That someone is you, through a dealer fee the installer pays the lender and then adds to your contract price.
